capacitor question – Is it bad?
I have this capacitor that looks OK physically on the outside but I’m not too sure whether or not its bad.
I hook it up to my multimeter while its on to a 500v base, it skyrockets to about 450 – 490v and stays there, but the electronic does not turn on (42 inch flatscreen TV) once in a while, I’ll plug the TV in with the multimeter and I’ll hear this really high pitched squeel and my multimeter goes beyond 500v. It sounds like a capacitor squeal or hum. Do you think it’s bad? or is about 500v average for an electronic like this. It’s a BIG capacitor connected to the power board. There is no exterior information on this capacitor besides ‘63A8′ which I can’t find anything for.
There is litterally NO information on this cap other than it being BLUE and has the print ‘63A8′
The reason why I suspect it is bad is because this TV’s previous owners kept it on ALL the time, by all the time, I mean, in the four five year ownership of this TV, it was NEVER turned off.
I also notice that the power light on TV does not turn on as well, usually once its plugged in, a red light shows, but it hasn’t since yesterday.

electrochemistry problem?
A strip of copper is placed in a 1.0 M solution of copper nitrate and a strip of silver is placed in a 1.0 M solution of silver nitrate. The two metal strips are connected to a voltmeter by wires and a salt bridge connects the solutions. The following standard reduction potentials apply: Ag+(aq) + e– ? Ag(s) E° = +0.80 V Cu2+(aq) + 2e– ? Cu(s) E° = +0.34 V
(A) Draw the cell diagram (picture) for this galvanic cell. Label anode, cathode and electrodes.
(B) Calculate E°

Help finding electrical tools (Soldering station and multimeter)?
My birthday is coming up soon and I am looking for a new multimeter and a new soldering iron.
The ones I have found so far are listed below:
http://www.amazon.com/Aoyue-937-Digital-Soldering-Station/dp/B000I30QBW/ An Aoyue soldering station
and
http://www.amazon.com/Mastech-Manual-Digital-Multimeter-MS8268/dp/B000JQ4O2U/ A Mastech multimeter
The Catch:
The price ceiling for each item is $50. Hopefully you guys can help me to find better ones if there are any!
P.S. Both units are meant to be my primary device. I want a solder “station” as apposed to an iron.
